Elizabeth Tosaris is a partner in M&R’s San Francisco office and member of the firm’s Regulatory & Administrative Law Practice Group.
With nearly 35 years of experience and a national practice in the insurance space, she is uniquely positioned to counsel insurance-related clients regarding their filings, examinations, reporting and other interactions with Departments of Insurance. Elizabeth has advised insurers, HMOs, insurance producers, and other entities regulated by departments of insurance on a range of issues from general compliance and the development of business practices, procedures and products to regulatory approvals connected with mergers and acquisitions.
Elizabeth also handles license applications, applications to withdraw from business, and filings for holding company and other transactional matters. Likewise, she has worked with carriers on rate filings and administrative challenges to rates; advised them on issues related to privacy (including notice, disclosure and other compliance obligations imposed by the California Consumer Privacy Act of 2018); and has represented insurers that are targets of multi-state market conduct exams.
Elizabeth has tried cases in state court and in administrative hearings brought by the California Department of Insurance. As for the latter, she assists insurance companies with CID’s, subpoenas from government agencies and other forms of data requests. Elizabeth’s expertise in the field is reflected by her ranking by Chambers USA since 2015.
