"Until about 15 years ago, the California Department of Insurance (CDI) routinely issued bulletins to explain laws to the people it regulates — agents, brokers, and insurers. In 1995, the Department issued 13 bulletins. In 2013, it only issued three. This may sound like something that only a lawyer would care about, but it has significant implications for anyone whose livelihood is regulated by the insurance commissioner. CDI bulletins can help the regulated public avoid getting into trouble since they explain the regulator’s expectations."
