Tanks – Aboveground and Underground: What’s New & Important?

On September 7, 2016, as part of the Pacific Oil Conference at L.A. Live in Los Angeles, Lara A. H. Shortz participated in a panel discussion entitled, “Tanks – Aboveground and Underground: What’s New & Important?”

This presentation reviewed the ever-changing landscape of regulation, oversight and remediation activities that concern underground and aboveground fuel storage tanks. There have been continuing problems in obtaining timely cleanup reimbursement checks, and a slow-starting "pilot program" intended to identify quicker paths to site closure and faster turnaround on remediation claims for underground storage tanks. In addition, there is continuing scrutiny over underground storage tank claims returns for abnormalities, leaving potential fraudulent submittals. Recently the Fire Code application to aboveground storage tanks, especially farm and construction tanks, has become controversial. This portion of the session will provide an overview of aboveground storage tank regulation, what regulations are covered by what agency, and how to prepare for new (and expensive) requirements.
