Bill's presentation, entitled "How to Participate in the Administrative Rulemaking Process in California," discussed how California agencies, including the Department of Insurance, adopt regulations pursuant to the California Administrative Procedure Act (Gov. Code 11340 et. seq.), including the legal standards state agencies must meet when adopting regulations. This presentation taught the most effective means of helping your clients to participate in the rulemaking process. A discussion of the ethical rules related to the attorney-client privilege when your client wants to remain anonymous in the rule making process was also discussed.
